After some digging, I found the log at
C
Users\cptrname\AppData\Local\Microsoft\WindowsLiveMail.
I cleared out the old log and created a fresh one with only a request to
sync my mail.
It is a 4k text file which looks like this:

Try as I may, I couldn't decipher the cause for the failure to send the 53
messages
in my Outbox, although I do se those ZoneError and Retry messages.
I did try rebooting the router, since that was an easy try.
I haven't yet done a detailed comparison between the two systems, however,
the other system is using OE on XP Pro, but all the port configs are
identical.
Can you make heads or tails of the log info???
