Performance Standard for Educators

A SINGLE STANDARD FOR PERFORMANCE OF EDUCATORS exists from a learners’ view (ALV): students will learn lessons offered by teachers. Lessons will consist of social activities the most skilled members of civilization use(d).
Another way of saying the standard is that students will accelerate, increase, and deepen (AID) learning promptly and, at least sometimes, dramatically.
A quantitative way to describe the standard is to say that an educator has earned a 1.0 ranking. From this view, no provision exists for exceptions to this standard.
These descriptions indicate a standard, because they (1) represent ways of referring to common results across experimental behavioral and social science research reports for more than a century or (2) are accepted as a de facto image repeated by evangelists of education, as well as an expectation or hope of learners and their supporters, at least when they start schooling. The term a learners’ view refers to that research. ALV further represents the possibility of meeting this standard as reported by experimental scientists who studied learning.
The standard relates responsibilities of educators to the purpose of education as a social institution and as social organizations, such as schools. That purpose is the passing of skills and practices from those who use them to those who have not yet done so routinely.
This standard tells educators, school board members, parents, and others what the minimum expected performance of educators looks like in and out of schools. It specifies minimum expected results to show in order for others to say that a role holder is an educator.
The standard provides a reference against which to compare performance of educators. This standard indicates a minimum of what is possible for teachers and organizations in which they work to accomplish through lessons. Good performance involves more than meeting the technical performance standard of all learners learning all lessons.
Technically, to meet this standard, instruction of lessons by educators becomes the dependent variable and choices learners make while learning serve as the independent variable when analyzing teaching-learning as a social process. In other words, instruction matches choices of learners when learning occurs from lessons.
The New Era School Initiative (NESI) illustrates descriptions and discussions of what is possible to accomplish through teaching in schools when using state-of-the-art (SOTA) practices as a way to meet the performance standard for educators. Descriptions of positions educators hold, such as those of teachers and superintendents, tell into which duties these educators will use SOTA to meet the standard.
Arguably, education, and therefore educators, do not exist for students who do not learn lessons. When students fail to learn lessons instructed, educators ration learning.
Performance Elements and Standard
Elements of standards match ALV of elements learners choose while learning lessons. These elements consist of the minimum of common sensations learners likely choose while learning in and out of classrooms.
Together, these reports describe the possibility of teachers offering lessons that learners will likely learn. Whether or not learners learn lessons rests in the choices educators make during instruction to match choices learners make while learning those lessons.
Performance management is based on the position, not on the individual. At the same time, it holds the individual accountable for AIDing learning to the extent documented by experimental scientists.
Performance measures express the performance standard primarily in numbers, not only in qualitative descriptions. The standard for all learners learning compared with zero learners failing to learn all lessons offered by a teacher is 1.0 earning that teacher a 1.0 Teacher rating. Other measures may also be added, such as the ratio of clock time a lesson takes to the number of trial-and-errors of learners, an index of instructional efficiency and thus of efficiency of the use of a school’s resources.
Experimental behavioral and social scientists who studied learning and teaching-learning have reported descriptions of ways choice (sometimes without that name) exists in the process of learning.
