What are those iicons at top of screen?

Flightless Bird
I notice some W7 computers have a heap of icons at top of screen which
appear when running the cursor over the area, quite a separate thing from
taskbar. Nothing like that on my Acer computer though. - so is it part of W7
or is it a feature used by some manufacturers?
