Start menu explorer window missing toolbars

Hi
When I right clcik on the start button and select explore, an explorer
window opens but there are no toolbars, just a window with frames, folders
and files.
How can I get these back?

Control Panel

Folder Options

View tab

Click Reset All Folders and see if that fixes it
