I keep getting file access is denied. You do not have the permission required
to access the file C:/Documents and Settings\oner\Local Settings\Application
Data\Microsoft\Outlook\outlook.ost. I need to know how to fix this in a
    simple way.

My experience in this problem gave a tip about one of the best effective determinations is the especial software. First of them which occurs is the following utility. Because of it aided me couple weeks ago with similar problem and it owns many excellent resources for working out almost all problems in this sphere - .pst to .vcf file conversion.
