Lost IE 8 - No access to internet with IE 7.0 - Outlook is working

Weird happening to my wife's computer.

Earlier I had updated Java.

Now, my Outlook 2003 works fine, and I am getting messages, so I am indeedd
accessng the Internet.

However, when I open my IE 7.0, it shows a URL, but nothing on the screen
nor toolbars.

I looked at programs/explorer/and found iexplore.exe. I click iexplore.exe
and nothing happens.

Any suggestions to how I can get my IE 7.0 browser to access the Internet?

Sorry, my Windows Versions is XP

Control Panel, Add or Remove Programs, shows only Windows Internet Explorer
and Properties show it is is IE 7.0

Explain, please (e.g., you installed Sun Java JRE v1.6.0_18).

Is Automatic Updates enabled and was the computer fully-patched at Windows
Update when this problem started?

In Windows Explorer, navigate to and right-click on...

C:/Program Files\Internet Explorer\IEXPLORE.EXE <=this file

Select Properties | Version (tab): What file version is displayed here
(e.g., v7.0.1234.56789)?

What anti-virus application or security suite is installed and is your
subscription current? What anti-spyware applications (other than Defender)?
What third-party firewall (if any)?

Has a(another) Norton or McAfee application ever been installed on the
computer (e.g., a free-trial version that came preinstalled when you bought
it)?
