I can not find the link to download MSIE 8 for Windows 7 64 bit operating
system.
Can you tell me the proper link?

There is no such link because IE 8 is included in Windows 7. The 64-bit
version of the operating system includes both 32- and 64-bit versions of
IE 8.

If you're finding that neither IE8 32-bit nor IE8 64-bit are available, you
may need to re-enable access to them (AKA turn them back on). See
http://windows.microsoft.com/en-us/windows7/Turn-Windows-features-on-or-off
