IE8 - Group policy - new tab behavior

Sorry to put so many questions

i am configuring IE8 for company network in this few days

i set both Machine &User of "Cnfigure new tab page default behavior" in
Windows Components\Internet Explorer to "1st Home page"

But it does not work, it still shows "about:Tabs" page

it can be easily set by IE8/tools/options/general/tab menu

But i cannot do it one by one individually.

Can anyone highlight me what's wrong? Thanks.

Is this an IEAK question? Otherwise it may help to explain your "I set
both" sentence. E.g. what would that do? Does ProcMon validate your
assumption about that? Otherwise, perhaps you may have to create an
explicit .adm file which does whatever it is that you need to have done
automatically? Again, you could use ProcMon to figure out exactly what that
would be. Etc.
