I cannot modify or delete 'favorites shortcuts'. I get an error message that
says that I must be the administrator. I AM the administrator...

    Hi,
Which version of Windows? (Including SP level- e.g. Windows 7, Vista SP1,
    XP SP2 , 32-bit, 64-bit, etc. Right-click Computer/My Computer> Properties
    to obtain this information)

Can you delete Favorites if you right-click the IE icon and "Run as
administrator?" If right-clicking the IE icon doesn't present the "Run as
administrator" option, try another IE icon (quicklaunch bar, start menu,
    etc.)

From Start> Run type in "shell:Favorites" (without the ") and access your
Favorites folder via Windows Explorer. Can you delete Favorites that way?
