I have purchased a used PC with WinXP Professional. My problem is when I try
to access YouTube or Facebook I get a message that the website is blocked.

Here is what I have tried to do:

1. I have disabled the "contents" feature of the Internet Explorer
security, removing all restricted websites as well.
2. I have disabled Windows Firewall and have no other firewalls or security
software.
3. I have used the IP address instead of the URL
4. I have used a proxy server, TinyURL.
5. I have re-booted after changing the security features.

All without success.

Any ideas of what else I can do?

Thanks.

When you buy a used computer, the first thing you do is erase the hard
disk and reinstall all the software. That's the only way you know that
the computer is free from configuration errors and malware. Who knows
what was done to the computer before you got it?

(I hope you didn't buy this computer without the software - it's part of
what you paid for. Buying a computer without software installers is like
buying a car without tires.)

Back-up any personal data (none of which should be considered 100%
trustworthy at this point) then do a format & clean install of Windows.
Please note that a Repair Install (AKA in-place upgrade) will NOT fix this!

HOW TO do a clean install of WinXP: See
http://michaelstevenstech.com/cleanxpinstall.html#steps and/or Method 1 in
http://support.microsoft.com/kb/978307

After the clean install, you'll have the equivalent of a "new computer" so
take care of everything on the following page before otherwise connecting
the machine to the internet or a network and before using a USB key that
isn't brand-new or hasn't been freshly formatted:

Tip: After getting the computer fully-patched, download/install KB971029
manually: http://support.microsoft.com/kb/971029

NB: Any Norton or McAfee free-trial that came preinstalled on the computer
when you bought it will be reinstalled (but invalid) when Windows is
reinstalled. You MUST uninstall the free-trial and download/run the
appropriate removal tool before installing any updates, Windows Service
Packs or IE upgrades and before installing your new anti-virus application
(which will require WinXP SP3 to be installed).

It turns out that there a web site blocking program running. The program is
password protected and does not show up in "Add/Remove" in control panel.
Any ideas?

What is the name of the blocking program? Is this your own PC, or a company
machine? If the latter case, visit your company IT administrator and ask for
the blocking to be removed - if you attempt to circumvent it then you may
find yourself in trouble. If you did that where I work you'd have IT access
severely restricted and a formal warning on your first offence, if
repeatedly found to be violating IT policy then it would be termination of
contract.
