Short answer, no I have no idea why it does not work when you have the
system metrics for icons set to greater than 49px after a IE6 to 7 upgrade.
As I said, there are standard icon file sizes.
Possibly if you are using third-party desktop themes, have installed Windows
Blinds (from Stardoc) or have an Alienware branded PC with AlienGuise
installed or another Themeing software package, then these third-party
programs may have a bearing.
I know that Windows Blinds do have separate themes for XP and Vista and that
within those theme sets there are differences for IE6 and IE7/8. We have
seen plenty of issues with Desktop themes and IE.
I would think it logical to limit the size that you allow a user to stretch
the size of their desktop icons, because as your stretch the size there is a
degradation of the quality (pixilation).
Oh... (bubble thought) of coarse. IE7 introduced restrictions on saving
internet shortcuts to your desktop and also in placing Active content on
your desktop... mmm... not really the same issue....

Are your desktop icons read-only (File Attributes on the General tab of
Shortcut properties).
.... Sorry Clem. I am really not interested in pursuing the issue as I think
it is trivial and not a showstopper for any internet users. There are limits
to how big you can stretch an icon file before it becomes too big and ugly
to the eye. If you don't have read-only set then I can think of no other
explanation.
