I had this problem too, but then I looked at my server logs.
The description for Event ID ( 8214 ) in Source ( Windows SharePoint Services 3 ) cannot be found. The local computer may not have the necessary registry information or message DLL files to display messages from a remote computer. You may be able to use the /AUXSOURCE= flag to retrieve this description; see Help and Support for details. The following information is part of the event: A request was made for a URL,
https://onenoteserver.domain.com, which has not been configured in Alternate Access Mappings. Some links may point to the Alternate Access URL for the default zone,
http://pub-server. Review the Alternate Access mappings for this Web application at
http://pub-server:34683/_admin/AlternateUrlCollections.aspx and consider adding
https://onenoteserver.domain.com as a Public Alternate Access URL if it will be used frequently. Help on this error:
I went to the URL (
http://pub-server:34683/_admin/AlternateUrlCollections.aspx) and I configured my "Sharepoint - 80" zone to have an alternate internet mapping of "https
/onenoteserver.domain.com". This resolved all issues I had with syncing and creating notebooks. Clearing the cache did not help.

I can create the notebook on my Win7 machine ON2007 and it will be created
in the sharepoint site, and vis versa on the SP site back to ON with no data.
I am lost as to why i can initiate this but canno update the book in either
direction.
We are using ON with SP2 and WSS ver 12...
