IE8 and Games For Windows Live Problems

I'm running Windows XP SP3. I'm having problems connecting to the internet
using IE8. It always gives me the message "Internet Explorer cannot display
the webpage." Then I use the Diagnose Connection Problems and it ends saying
that I should check certain ports. I have opened all the ports they asked as
well as completely turned off my firewall. Those didn't work. I also can't
connect when trying to play Warhammer 40k online through my GFWL account. I
can access my hotmail and live accounts as well as play xbox live and Mozilla
is accessing the internet just fine. I've been searching and trying to get
this working for a few days now trying everything. Please help. Thanks.

What anti-virus application or security suite is installed and is your
subscription current? What anti-spyware applications (other than Defender)?
What third-party firewall (if any)? Were any of these applications running
in the background when you installed IE8?

Has a(another) Norton or McAfee application ever been installed on the
computer (e.g., a free-trial version that came preinstalled when you bought
it)?

I run Ad-Aware and Microsoft Security Essentials. I'm not sure if anything
was running when I installed it. I tried turning both of them off with the
firewall off and it still didn't work.

When (approx. date) did you install Microsoft Security Essentials (MSE)?

What anti-virus application was installed before you installed MSE, was your
subscription still current, and did you uninstall it before you installed
MSE?

I did a complete wipe and reinstall in January. MSE was installed
immediately. I think I installed Ad-Aware first though. I've never had Norton
or McAfee before.

Did a Norton or McAfee free trial come preinstalled on the computer when you
bought it? [yes/no] (Doesn't matter if you never used or Activated it.)

Was Ad-Aware Ad-Watch running in the background when you installed MSE?

Is MSE auto-updating at least once every 24 hours and can you update MSE
manually?

Did the problem start immediately after installing KB980182 on or shortly
after 30 Mar-10?

Ok. Here goes. No Norton or McAfee has been on this computer.

I'm not sure if Ad-Aware was running or not when MSE was downloaded.

MSE was updating regularly. I didn't try manually updating.

The problems started back in January when I reinstalled.

I just uninstalled both MSE and Ad-Aware and IE still didn't work.

I feel like I missed something when I reinstalled. It's just strange that
everything else is working.

Note that I didn't ask if you'd ever installed a Norton or McAfee
application, I ask if one came preinstalled on the computer when you bought
it.

And I didn't ask if Ad-Aware was running when you installed MSE (or IE8), I
asked if Ad-Aware's Ad-Watch was.

Did the "complete wipe" include formatting the HDD before "reinstalling"
WinXP?

After you reinstalled WinXP in January, did you end up with WinXP, WinXP
SP1, WinXP SP2, or WinXP SP3?

After you reinstalled WinXP in January, how long was the computer connected
to the internet (or another computer) before MSE was installed? Did you
install IE8 before or after you installed MSE?

After you reinstalled WinXP in January, was Automatic Updates enabled and
was the computer always kept fully-patched at Windows Update?

Does the behavior persist if you start IE in No Add-ons mode?
