How to paste Newsletter email template onto email?

I used one of the newsletter email templates but cannot paste it onto a blank
email in outlook.
Anyone have any idea about how I can accomplish this?
Otherwise it makes the "email" newsletter template kind of ridiculous.

Which program are you using? I would stongly suggest you convert the
newsletter to a .pdf file and attach it rather than build it into the body
of the newsletter.

Was the template supposed to work with Outlook?
