The Fukushima Nuclear Power Plant was devastated in March 2011 after an earthquake and tsunami rocked the plant. Japanese officials announced shortly after the incident that "radioactive iodine-131 exceeding safety limits for infants had been detected at 18 water-purification plants in Tokyo."

Since May 2013, Tokyo Electric Power Co. (TEPCO) has been reporting high levels of an isotope of cesium in an area close to the sea. This is an indicator of contamination of water is close to the sea. According to Japan's Nuclear Watchdog, contaminated water from the Fukushima Nuclear Power Plant is most likely leaking into the sea, therefore, the commissioners instructed TEPCO to find the leak.
