Activate Customize Keyboard Buttons

Flightless Bird
I am trying to modify the Shortcuts menu line but the buttons ASSIGN and
REMOVE and RESET ALL... are not activated for me in the Customize Keyboard
pop-up screen. How do I activate these buttons? I have followed all the
instructions on how to modify the Shortcuts but these buttons remain grayed
out and inactive.
