The bottom line is (No Child Left Behind is) is not producing anticipated results because it remains impossible to legislate equal results for all students of diverse socio-economic backgrounds in all places.
I don’t know William nor his company. They appear policy focused rather than instructional and learning specialists. I appreciate his brief observations about a Federal education policy.
Analysts have a difficult job. To be objective, they must examine something while having no vested interest in it. I’m not sure how the word “impossible” (as used in his quote) fits into any assessment report.
I wonder what William would do differently from what educators already do in any public school, if he had the direct, line responsibility to raise student learning rates? How would he fill what he sees as a half empty glass, given todays world? I’m guessing he has useful suggestions for educators to consider.
