The District of Columbia spent the most at $13,317 per pupil while Utah spent the least at $5,091.
For 2003-2004, average teacher salary across the United States is $46,726. California had the highest average at $58,287, and South Dakota averaged the lowest average at $33,236.

I’m not advocating this, but one less teacher per school in California would allow purchase of 25 or more Tablet PCs for that school! That’s worth having on the table, School Board Member, when negotiating with unions.
