Can the speed of the slide show in the windows picture and fax viewer be
changed? It seems to dwell on each picture for 5 seconds, I would like to
set it to about 2 seconds. Is it a separate program and what is it's
filename?

To run the program separately, like with a shortcut, the command is (on
one line):

%windir%\system32\rundll32.exe
C:/WINDOWS\System32\shimgvw.dll,ImageView_Fullscreen

Can't help you with the slide delay.

As you can see from the following:

Picture and Fax Viewer Overview:
http://www.microsoft.com/resources/...l/proddocs/en-us/image_overview.mspx?mfr=true

Microsoft did not provide a way to change the time interval for slideshow
viewing, it is set to 5 seconds by default and there are only two ways to
change this interval. You can do it manually by editing the Registry, or
you can use the TweakUI Powertoy(see link below).

To change the Picture and Fax slideshow time interval follow these steps.

1. Manual Edit of Registry:

a. Click Start||Run, type regedit and hit enter.
b. Navigate to the following location in the Registry:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\ShellImageView
c. Create a new DWORD, by right clicking and selecting New DWORD, and name
it Timeout.
d. Right click on this newly created DWORD and select Modify, and give a
value you desire for the slideshow interval in millisecond.
e. Select the base as Decimal and exit the registry editor.

2. Use the TweakUI Powertoy to make the change:

TweakUI Powertoy:
http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx

"explorer||Slide Show||Time per picture"

There are also free third party image viewers and allow you to make this
type of change directly in there program settings, one such free image
viewer is Irfanview:

Good luck,
