Windows 8.1 Build 9600 Released To Manufacturers

Windows 8.1 Build 9600 was compiled on the 21st of August 2013 and according to The Verge is now set to be released to manufacturers, known as RTM. This will allow original equipment manufacturers (OEMs) to work with the operating system and develop drivers.
