While editing photos, how do I work off-lime?

Windows Office Picture manager is always attempting to access the internet
while i am wanting to work without internet connection. How do I turn off
the internet connection while working with recent photos?

Might delete the thumbnails. They are in a folder similar to this:
CUsers\<<user>>\AppData\Local\Microsoft\OIS\thumbnails

or

CDocuments and Settings\<<user>>\Application
Data\Local\Microsoft\OIS\thumbnails
