Web Email link or Send command does not work. Ie8, XP Sp3,Outlook0

I have a client with Xp Sp3, IE8, Office 2007. When he clicks and email link
on a page or uses the send to menu command nothing happens. In Firefox it
works. I see in file types 2 url:mailto listsings and they have the correct
parameters set in both for Outlook 2007? How can I remove one of them and
will that possibly fix the issue? I have tried resetting IE8, Changing the
default email program to OE and then back to Outlook. Running diagnostics on
Outlook, etc.

Make certain that Outlook is configured as the default for Mail in the
Custom section (<=important!) of Set Program Access and Defaults.
