W-7 wont keep Themes setting.........

Every time I shut off my PC (W-7) the Cursor and Icons revert back to the
default settings. Is there anyway to keep this from happening?

Judging from your thousands of "I have a problem" posts, I'd venture that
you have royally fucked up your system with your "I will try this" approach
to whatever problem you encounter.

You have one solution: Hire someone who knows what they are doing (notice
that it eliminates 'you') to
Format and Clean Install.

While they're at it, they should password protect everything and not give
you the password.

Right-click on your Desktop and select 'Personalize'.
On the left pane select 'Change mouse pointers'.
On the Pointers tab make sure that the box that
says 'Allow themes to change mouse pointers' is clear.
