I use onenote and a webcam that has a built in mic to record lectures
directly on to the onenote page. Is there a way i can record the audio andt
take an occasional snap shot ot the chalk board and have the picture inserted
in onenote. Currently i can record video and audio on to onenote but not
audio and the ocassional snap shot of the lecture.

In ON it's an either ...or.

But you might use any other program for taking pictures, save the pics
to a folder for temporary stuff and then insert the pics when done with
    the recording.

P.S. Do you have the prof's permission for recording the lectures?
