Upgrading from Office 2003 Basic OEM to Excel 2007

I have a slightly unique situation, so I'm trying to figure out exactly
what is allowed per the licenses.

Let's say I have two desktop machines both running Office 2003 Basic
OEM. I want to upgrade to Excel 2007 on machine one. From what I've been
able to find on the Internet, I can purchase a retail Excel 2007 upgrade
license and be in compliance, since I have the licensed OEM version on
this machine.

Let's say that later I want to remove Excel 2007 from machine one and
install it on machine two. Since I purchased a retail upgrade license,
and machine two has it's own Office 2003 Basic OEM license, am I allowed
to do this, or does the Excel 2007 "retail" turn into an OEM license
per-se after I install it on machine one?

Microsoft licensing can be so confusing... Thanks.

Yes.

When you install an Office upgrade or an Office application upgrade, the
qualifying product becomes part of the license for that installation. When
you uninstall the upgrade and install it on a different computer, the
qualifying product for that installation becomes part of the license.
