Unable to install steam - policies to prevent this??

I have just bought a new game that needs steam to run. When I try to install
I get the message that the 'system administrator has set policies to prevent
this installation'. I am the system administrator and have no idea what it is
on about or how to get this to work. Any help greatly appreciated. It does
work on my laptop though.

Check Windows Update to see if you have the latest Windows installer.

We live and learn. I'd never heard of Steam before (have
read up on it since), and thought someone with a
remarkable sense of humor was implying that a machine
with a steam-generation ability was required. :)
In my distant childhood I contemplated buying a used
model boat -- it needed steam to run too.

How can I check what version of windows installer I have? My updates do not
detail this. I have service pack 2 installed.

Ok - I have found out that I have version 4.5 of windows installer. Of the
programs that interfere I only have Norton and I have switched this off while
trying to install but still no good. Could windows installer be corrupt? How
can I uninstall & reinstall to correct this?

I wanted you to check if you had the latest Windows installer version. You
do, and you should not reinstall it.

Have you tried to install Steam in Safe Mode? (Tap F8 during bootup)?

I have tried starting in safe mode but 'windows installer sevices are not
available in safe mode'. Where can I go from here?

I have finally managed to get Steam to install. I turned off the UAC to
install it and it worked. I have turned it back on and everything seems to be
working ok. Thanks for all the help & suggestions.

Windows XP doesn't have a UAC.
