the original 280 could not be located in the dynamic link library

I can not install programs. I get the error message above. I get the message
when I boot up too! I am told it's Windows Installer, but I haven't been able
to fix it.
HELP!!

more likely "The ORDINAL 280....." is the error message. Use the link
below to update your installer.
