Using Office 2007 I have created a Report Template with paragraph and
character styles and locked the styles. However, when the user cuts and
pastes text from another Word document into an existing document (that has
the Report Template attached) the text does not take on the style
characteristics of the style that is clicked on from the Styles Window. In
Word Options we have set ‘Pasting between documents when style definitions
conflict (use destination styles default)’. This problem occurs when pasting
into a table.

Have you tried paste special and then choosing plain unformatted text?
By simply pasting, you are also pasting the styles from the source when
in fact you want the text only.
