Reduced HDD Partition

My computer:
Intel Core 2 quad, 3GB RAM on ASUS P5P43TD Pro mobo
OS: XP pro SP2
System32\drivers\atapi.sys\properties version 5.1.2600.2180
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Atapi\Parameters\
EnableBigLba\0x00000001(1)

I partitioned a Seagate 1.5 TB SATA harddrive into 100GB for
OS/applications and the rest for data, both as NTFS. AdminTool/Computer
Management\Storage\Disk Management shows two partitions of about 100GB
and 1300GB, both Healthy, as expected. Harddisk Manager (Paragon) also
shows the second partition being about 1400 GB and active, as expected.

However:
Window Explorer's Properties shows that the second partition is only
about 800GB and almost no free space remaining. (I have used that much.)
Why is Explorer indicating a reduced capacity? Where is the remaining
about 600GB hiding? How can I make the whole partition avaiable?
Appreciate help.

Have the partitions been formatted? by what program? and how were they
partitioned? extended, primary etc...

Evidently your knowledge/experiences are extremely limited. I ask you
not to play with serious questions.

Additional Information:
1. Just in case I updated grivers for this disk, but no change.
2. Disk\Properties\Quata has been disabled, so there shouldn't be
restriction in drive capacity usage.
3. The system has been scanned for malware and cleaned resulting in no
change.

Since Window's Disk Manager and Paragon Harddisk Manager show the
fullest capacity of the partition, I cannot resize the partition. Is
there a utility software that can display the used (occupied with files)
and unused (avaiable) spaces separately? (In old times CHKDSK
displayed a diagram of entire clusters with marks for used and unused
clusters, which would show whether the partition is a continuous one
space or somehow internally divided.) In my case "something" is set up
by Windows XP within the partition that is only seen by Explorer
mechanism but Disk Manager is blind to it. Question is what it could be
and how to disengage it. Any idea?

One more thing that I forgot to mention:
In Computer Management\Disk Management the volume list shows that 800GB
for capacity of the second partition, in accord with Explorer, whereas
Graphical View shows that 1400GB for capacity of the second partition,
agreeing to Paragon. How does Windows XP discriminate the two ways to
see the same partition?

Maybe the entire partition is only partially formatted for use?

I would use a partitioning tool (I like Parted Magic) to get deeper into
your disk's layout.
