sometimes the red squiggly lines show up under misspelled words, and
sometimes it doesn't. how do I make this consistent?

Could you possibly - mistakenly - added a word to the dictionary that was
misspelled, and now the spell checker is just verifying what you added?
(Spellchecked by Word 2010! =D)
