Put notes in the BODY of an email instead of as an attachment?

Email notes function does not post the notes into the body of the email messge in Outlook. It appends two files: one .MHT and one .ONE files. The only content in the body of the email message is the following standard text from OneNote:
Click the OneNote attachment if you want to view or edit the notes in OneNote.
If you don't have OneNote 2007, you can click the second attachment to view the notes as a Web page.

Outlook default is RTF. I've downloaded the lastest update from MS. Using both Outlook 2007 and OneNote 2007.
