I wanted to change the drive letter and says this volume contains a page file
and it won't let me. Can't format either.

Which drive letter did you want to change?

E drive was a cd and I changed the cd of but can't change the I drive

It sems you wish to change the drive letter for drive I:. Here are a couple
of things you could try:
- In Control Panel / System / Advanced, make sure that the size of the
paging file on drive I: is zero.
- Boot into Safe Mode when trying to change the drive letter.

Changed to no page file and changed drive letter. Do I change the page file
back to where it was?

It is your decision how many paging files you want and where you want them
to be.
