Opening .mdi Files

I installed the trial version of Office 2007 Small Business, and I still
can't open .mdi files. I went to the control panel to change features, and it
has X'ed out all office tools features, and I can't convince it to let me
have them. Is this normal? The trial download literature says it has all
available features.

via safe mode.

office is functional in safe
mode as well.
