It works already now, but not yet from MS.
It's possible with some third-party providers of offline-storage space.

Things will tremendously be improved with ON2010.
The main efforts for new version have been put into "cloud computing",
i.e. on usage of ON over the "net".

There are several possibilities:

One is to store your OneNote database on a server or other such
machine, then sync that data with the OneNote on your laptop.

Another is to use SharePoint, although I am not sure how that works --
it's on my to-do list to take my existing Windows Server 2003 test
system at home up to the point where it supports SharePoint Services,
and do some tinkering there.

Third, I am told that using SkyDrive is also possible, but I haven't
tried it yet.

NO!!
Sharepoint definitely is no solution.

As I said in my reply to the OP: There will be huge improvement in
ON2010.

SharePoint is a much better solution in ON2010 - in earlier versions it
wasn't a great choice.

Also there will be a limited web version of ON coming with the 2010 Web Apps
suite.
