OneNote page doesn't embed in email

I used to be able to send a OneNote page as the body of the email. When i
clicked the envelope icon, the "to", "CC" and "Subject" lines would appear
above the OneNote page as well as a larger field to type in extra comments in
the email body.
So recipients would see the OneNote page in the email body with my few words
just above it.
Now, when I click that same envelope, an Outlook email window pops up with
the OneNote page pre-attached. It also pops up pre-attached with an html
version of the page for those who don't have OneNote.
I can't figure out how to revert to having the page embedded in the email
body, which is far superior to having it as an attachment. Thoughts?
