ON 2007 note container moves by itself

Hello, I have a frequent problem when putting note containers and objects
over images that I clipped. Everything seems ok for a while and all of a
sudden, if I click above one of these containers or objects, all of them
below the mouse click will move to the bottom of my clipped images.

I just cannot find the logic either the sequence that triggers this
misbehaviour. Can somebody help ?

Do you mean "over" in the sense of placing the container as a layer on
top of an image?

This would not make too much sense IMHO.
Why not just use Cut & Paste to put the image *inside* the container?
