Prior to my computer crash/recovery, I had a MS Office application docking
bar on my desktop where I could drag and drop shortcuts to a variety of
applications thereby reducing the clutter on my desktop while giving me easy
access to those apps I used most frequently.

I would like to recover that if possible

Are you using WindowsXP? If so then you need to get your
QuickLaunch icons on your taskbar. To do this you need to
right-Click on your taskbar and then select Properties. Now you
will get a window opening with Taskbar as your chosen tab. On
that window you will see 5 check boxes of which one is called
"Show Quick Launch". Check this and click OK and you will get the
M$ icons but now you can drag & Drop new ones on this.
