I purchased Office Home & Student 2007, and loaded it on my desktop and then
on my laptop and my sons laptop. My sons laptop just died. When I purchase
him a new laptop can I load the software again, on the new laptop, or will I
need to purchase a new license because it has already been loaded 3 times.

Yes, you are limited to 3(three) concurrent installations.

No because you are allowed three concurrent installs.

I love it. Two answers with the same rational but with opposite conclusions.

The Office H&S license can be installed on three "working" computers at the
same time. In other words, if it is installed on computers A, B, and C, and
then computer B (your sons laptop) dies, Office is now just installed on two
"working" computers. It is legal for you to install Office on the new laptop
as the third "working" (also known as "concurrent") installation.
