The Bill and Melinda Gates Foundation has released a white paper titled Next Generation Learning. At first review, it appears authoritative.
It cites two of The Foundations education goals as
• help ensure that 80 percent of U.S. students—particularly low-income and
minority young people—graduate from high school prepared for college; and
• double the number of low-income young adults who earn a postsecondary
degree or credential by age 26.
