When I open (left click) an email in IE8 it opens in a new window that is
underneath (hidden) the current window. How / where do I permanently change
a setting so the email opens on TOP of the current screen. By right clicking
on email then "open in new window" it opens on top.

    You might try Kelly's tweak:

Line 66. Prevent Programs from Stealing Focus - Undo

Or use the TweakUI powertoy for Windows XP to configure the focus
    settings.
