Moved sections in shared notebook revert after sync

Flightless Bird
I'm trying to move a section from one section group to another one within the
same shared notebook. It allows me to move it however, when I sync it
reverts back to the orginal location. Has anyone see this? Any ideas why
this happens or how to correct it?
