Managed Distribution / Installation of ActiveX plugins

All,

Please forgive me if this is the wrong forum.
The MS Concierge told me to post here...

Here is the scenario ( not an uncommon one ).
We provide a SaaS site.
No client installation of anything is require with ONE exception.
Reports are viewed using Crystal Reports ActiveX viewer.
99% of our clients have very locked down environments so a typical user
cannot install the plugin themselves nor is it desirable.

Therefore my question to you all is:
How do you centrally distribute and then automatically install an ActiveX
plugin without compromising workstation level security and not having to send
techs around to thousands of machines to do manual installs.

Please advise with my thanks up front.
