    Is there a javascript setting?
    Can I turn it on and off?

    Tools > Internet Options, go to the Security tab, and for each zone you can
    adjust the settings. eg. click on Internet at the top, click Custom Level
    button, scroll down to the Scripting section near the bottom, and you can
    set Active scripting to Disable, Enable, or Prompt. This setting is for both
    all client side scripting including javascript.
