Off and on two of my toolbars show up black with yellow stars for Favorites and icons for Home etc. I can see the desktop in slices through one of the black strips. Sometimes restarting corrects it, sometimes not. I can't fix it with manage toolbars or anything else I've tried. This is fairly new. PC was worked on recently with all new guts. I thought this had started for me after updating the display drivers for my ATI graghics card and it kind of looked like an overlay problem. Not wanting to fix it in MSconfig I disabled it in My Computer> Manage>Services. After reruning IE8 several time it went back to putty or whatever color it's supposed to be and has remained that way. YMMV Especially if you don't have ATI(AMD) graghics.
