IE8 install caused 370% increase in computer boot time

I was using IE7. I just installed IE8 through windows update. Boot up time
increased by 370%. (I used a digital kitchen timer) After boot up, IE8
worked fine and everything else is normal. No other problems other than slow
boot time. Shut-down-start-up a couple of times and same slow boot time
with no other problems. I uninstall IE8 using the restore point. Boot time
went to normal and IE7 and everything else worked fine (except FF-I will
reinstall). After the third shut-down-start-up, boot up time increased by
the exact 370% again. My use of the restore point must not have worked even
though my browser now is IE7. Now what do I do? I can use another browser
but that solution does not fix the slow boot. Does Vista allow going back
to IE6 and then I reinstall IE7? (I still have the IE7 install file.)

Reading posts here it is suggested before install IE8 to disable third party
firewall, disable anti-virus and anti-spyware, upgrade from a downloaded
file and not from windows update. I did not do these things before I
installed IE8. I would have done these things if I had known to do so. I
use avast free and windows defender for protection and PC Tools firewall
plus as my firewall. I frequently scan using a-squared, SuperAntiSpyware,
Malwarebytes' Anti-Malware, in scan-only install (I've disabled their boot
startup). I use windows update daily. So the slow boot time should not be
a virus or malware. I do not have any third party toolbars for IE
installed.

Background info: I have a desktop AMD 4400+ 64X2 4GB memory 320GB HD(way
bigger than I need) Acer computer (AM3100-U3201A) I purchased new February
2008 running 32-bit MS Vista Home Premium SP2 box. I use MS auto updates.
I think it has onboard shared memory for video and sound. My ISP is Comcast
12mbps with Motorola SURFboard SB5101 Cable Modem direct to computer. No
other switches or routers or wireless or phone line or any other networking
hardware hooked up to this computer.

Never, EVER use System Restore to "undo" an update, Service Pack, or IE
upgrade! Intead, uninstall the update, Service Pack, or IE upgrade &
reboot. If that doesn't correct the problem, then try System Restore. But
too late now: you've left Windows in a "confused" state by using System
Restore to "uninstall" IE8.

No, and Vista comes with IE7 preinstalled so I dunno what "IE7 install file"

Hi,
PA Bear is probably right about the need to reinstall Windows, but...

1. Does the problem persist if you set a blank homepage in IE?
2. Does the problem persist if all non-microsoft browser add-ons are
disabled?
3. Does the problem persist if you disable the PC Tools firewall and use the
Windows Firewall?
4. Is Internet Explorer loading at startup? Why?

my computer and reinstall everything.
