Set to the Zoom you want, then close. IE remembers the setting. Maybe you
need to set it to Maximized and 100%, then close. Mine opens at Maximized
and 100% everytime.

In addition to Jeff's reply, what is your display DPI set to? A DPI setting
of 120 will cause IE to switch to 125% by default:

This is so that the web pages appear at the same size as they would on a 96
DPI (default) setting, rather than with much smaller text.

In order to set display size as 100% by default: Start IE8. Click Tools
--> Internet Options --> Advanced -->Select "Reset Zoom level to 100%
for new windows and tabs" and Click OK

To add to the other posts, you can also change the zoom by clicking on the
zoom down arrow in the lower right-hand corner of the status bar on IE8 or
whatever version of IE you are running
