Send vacation replies no longer shows up as an option under
hotmail options "Manage Your Account". Any suggestions.

    Stop using HotMail.

The Vacation Message should be driven my the mail service, not the browser.
I have never used a vacation message in my web-based e-mail accounts, so
perhaps I don't know what I'm talking about. But when I did use a Vacation
Announcement, it came from the e-mail client, not the browser.
