IE8 Add-on Manager Issue

Hi,
Just built a new box for a HTPC with Win 7 Pro (32bit), no probs everything
working OK.
If I try and access my CCTV server (on an XP box in the loft) using IE8, it
tries to install an activex control to display the CCTV pictures. IE8
prevents the install and says it's disabled it because of unknown publisher,
use Ad-on manager to enable it. When I open add-on manager the activex
control is not there, I would have expected it to be listed but disabled, but
nothing. Interestingly, on another PC which was Vista and was accessessing
the CCTV so it did have the activex control installed, this has now been
upgraded to Win 7 Pro (32bit) and the activex control for the CCTV is there
in add-on manager and it's quite happy and displays the CCTV image. It's
just this new install that doesn't seem to like it.
I tried Microsoft support, and even had one of there agents controlling the
box for over an hour trying all the usual stuff of permissions etc but no
good.
I should add that I've tried several logins all with local & domain admin
rights.
I would appreciate any thoughts

Have you used the "All add-ons" drop down option next to the Show label (the
default view is "Currently loaded add-ons"), left side of the add-on
manager? If not, then it's possible that the add-on is being hidden from
view.
