How to run office in Read-mode only?

I wonder if there is a way to run some Office applications "Excel, Access,
Publisher," only in read mode? Not just to start single files with / r
switch, but parmanent ensure that all files are opened in read mode.

To open in read only mode you have to select open read only option from
dropdown button of open button within Excel open dialogbox.

One way is don't activate Office. Otherwise setting the files to
Read-only in Windows Explorer will do that on an individual file basis.
