I stumbled upon it once and was able to take a pic. Now I can't seem to find
the camera option. Any ideas? It's windows 7 on a HP Pavilion.

I am not sure of your exact question.

If you just want to copy a section of your desktop, Windows 7 includes a
Snipping Tool for that task.

However, you posted "start the camera". The HP Pavilion should have a built
in web camera. If your question is how to start the web camera, you should
check you computer documentation and/or look for web manager application.
If you start typing web camera in the Start, Search text box, Windows 7
Search should return several web camera choices. Mine returns Dell Webcam
Center and Dell Webcam Manager. Yours should return similar HP
applications. In any case not an Office problem.
